I'd vote for XDG basedir spec, because:

a) We already have the required functionality in libxfce4util, no need to 
implement anything.
b) This is the future and I don't see any reason why we should wait for 
KDE/gnome/whatever to adopt it.

(And btw. I like Brian's idea of taking the chance to cleanup/splitup 
everything a bit).
