Panel module unloading.

Right. I have finally done it. Automatic module unloading is now
implemented in CVS HEAD. It actually seems to make a difference in
memory footprint too (from 17 to 15 MB of which 13MB shared, on my
system, YMMV).

I am sure this will break things, even though it does seem to work well
for me. Testing would be appreciated.
