xfwm4-patch: _NET_WM_CONTEXT_HELP ("What's this")

Hello,

today I wrote a patch for XFce 4.0.2 that displays a menu item "context
help" in the window menu if the dialog provides context help, indicated
with the _NET_WM_CONTEXT_HELP protocol.

the patch, a binary for SuSE 9.0, some description and, of course, the
patch.

Of course I would appreciate if this function would make it in the
default xfwm4 because for example in PSI there's no other way to access
the What's this help.
