Frankly, I finally came to the conclusion that the menu spec is not really
compatible with the XFce way of doing things.

My idea was always to keep the Sytem Menu read only, and accessable by adding a
a specific tag for it in menu.xml, so that it is either a child of or embedded
in the XFce root menu.

All customisation goes into menu.xml and items should be easily added from the
sytem menu into menu.xml.
