[patch] make xfce4-panel use gtkicontheme

ok, it's all done.  panel works fine for me with all themes installed.  
move /usr/share/xfce4/themes to somewhere else, then install 
xfce4-panel, then xfce4-themes, and let me know if anything breaks.
