since i don't generate commit messages *cough*sofarfixit*cough* ^_~ ...

i imported xfce4-menueditor into xfdesktop, and fixed up some code, 
hooked up all the nice little autoconf/make stuff to make it build, and 
it is good.  i also bumped the libxfce4util and libxfcegui4 version 
requirements to the latest CVS versions since we need bot the 
XfceDesktopEntry stuff and the new about window thing.

xfce4-menueditor's --disable-cvs option is now gone (though the ifdefs 
are still in the code and should be removed).  also, the fr.po file from 
the menueditor needs to be merged into xfdesktop's fr.po.  i noticed the 
translation files were terribly out of date as well and updated 
po/POTFILES.in and po/xfdesktop.pot.  next order of business is to move 
the icon discovery code out to libxfce4util or libxfcegui4 (which one, 
do you think?), so xfce4-appfinder can use it.  i'd move it into 
xfdesktop/common so the menueditor can use it too, but i don't feel like 
moving it twice, so it'll wait.
