xfce4-menueditor included in XFce

I think it makes sense to have it as part of xfdesktop. So, in that case
it is up to Brian to decide if and when to incorporate it.

I'm afraid I have no time to do more than maintenance of the panel at
the moment.

Brian, what do you think?
