panel configuration question

i use xfce4.0.3 to make a xsession unconfigurable for
users so i set the enviromment var
XFCE_DISA...._CONFIG to 1 and the panel has become
unconfigurable when i do a right clic over a icon, i
also make a menu.xml customized in order that the user
don't see the applications that i don't want to be
executed, all this works fine but i have no a
problem.....
when the user make a right clic over the corners of
the panels then the classic do anything menu comes up
so what can i do to eliminate this menu?
