it's not missing, but simply masked:

  emergeu -p pax

  These are the packages that I would merge, in order:

  Calculating dependencies ...done!
  [ebuild  N    ] app-arch/rpm2targz-9.0-r2  
  [ebuild  N    ] app-arch/pax-3.3.4  

where 'emergeu' = 'ACCEPT_KEYWORDS="~x86" emerge'.
usually, '~86' ebuilds are quite stable.

BTW this is being discussed on the "dev" list, which many users don't see.
i had never come across Pax before & assumed Tar was the standard utility:
do the experts recommend using Pax just for backing-up a lone machine ?
