Hi!
I don't know whether others have noticed it or not.
You can circumvent restrictions imposed by
XFCE_DISABLE_USER_CONFIG="1".
Set this variable as mentioned above. Start Xfce4.
Now from panel you can't go to settings. A nice and
polite message asking you to meet the admin is
displayed.
Now right click on Xfdesktop. Go to
Settings -> All Settings...
Voila! you got what you want. Mess up with the
settings as much as you want:)
I am using the version 4.0.3.1.
