panel cannot be moved freely

Hi,
                                                                            
                       
I cannot remember exactly but am quite sure that it was possible to
move the panel freely across the screen. Now in current cvs this
is not possible, the panel can only be moved on the egdes of the screen.
                                                                            
                       
Is this a bug or a feature?
