[PATCH] Minor Chinese/Japanese translation patch for xfce4-panel 4.0.4 (Resend)

Hi,

this small patch does the following:

- mark the "%s, %u %s %u" string for the date tooltip as translatable.
  (This format does not produce a sensible date string in Chinese,
  Japanese, or Korean, so it must be "translated" for these languages.)

- Provide the "translation" of "%s, %u %s %u" for Chinese and Japanese

- Minor changes to the month names for the two Chinese files
  (use English numerals instead of Chinese numerals, for consistency
  with day and year)

In ja.po, I have removed the fuzzy tag from a string which got fuzzied
only due to the addition of a colon (after adding the missing colon).
