Isn't it possible to choose the language automatically by the setting of
the browser? So a German user should see the German website etc.

If it's hosted on an Apache webserver, it's easy:

Just save a index.html.de and a index.html.en for example and something
like

        Options +MultiViews
        LanguagePriority de en

in the .htaccess file. See the Apache documentation for details.
