How to specify default window sizes for individual applications?

Hi!

When I click on volume control button on the panel,
I get a small window with horizontal scrollbar. Since
my sound device has 11 controls for various lines,
the default window size is too small to display them
all. I want to set the default window size and window 
position myself so that all those controls become
visible on startup.

How can I do it?
