Moving maximized windows

Why are people able to move windows that are maximized?

A few cons on being able to do so:

1. Double clicking on the title bar of a maximized window can be
problematic if the user moves  the mouse only slightly when doing it.
2. Noobs will resize a window when it's maximized and wonder why they
can't get their unmaximized window size back.
3. Seems pointless and pointless "features" should be removed for the
sake of simplicity.
