Moving workspace settings to xfwm

Hey Olivier,

I have made two patches, one for xfdesktop and one for xfwm4 that move
the workspaces settings dialog to xfwm4.

The patches create a new dialog that and combines the workspaces and
margins dialogs using notebook tabs.

I would like to commit this (when we get CVS back ;-) Do you agree this
will be a better solution? If so, I will also update the documentation
accordingly.

It works for me.
