xfce4-dev got dropped unintentionally, putting it back in.

I rebuild all xfce libs, xffm and xffm_theme_maker in that order, still
no luck. I rebuild the panel (to check my build system) and that still
works.

I don't get this at all.

Has anyone else tried this?
