They are. Themes are installed into
/usr/share/themes/THEMENAME/(gtk|gtk-2.0) and
/usr/lib/(gtk|gtk-2.0)/themes/egines/

Some themes are written for only one of the two major versions of Gtk+
(1.2 or 2.0), some exist for both, but are distributed in tow distinct
packages.
Actually the theme file-format is different for 2.0, therefore it seems
logical to keep the themes separated. at least fro me.
