no wm hints support?

I performed a fresh checkout & build of xfce4 this morning, and now when i
attempt to use it, i get this error in a dialogue box:
You window manager does not seem to support the new window manager hints
as defined on fresktop.org.  Some XFce features may not work as intended.

I click the 'Close' button, and the window manager fails to start, and i'm
stuck with every window piling up on top of the others, with no means of
moving or resizing them.  Is this a known issue?
