moving windows to other workspace

Oops, wrong file ;-) I looked at a really old one in ~/.xfce4/, instead
of ~/.xfce4/settings/. The new file has the correct settings.

The dialog doesn't set the slider correctly, that's why I thought the
value wasn't saved.

Also there seems to be a minimum of 5 and it still feels the resistance
is a bit high.
