xfce4-panel fails to load

This is on my laptop, which is sitting at home at the moment, so i'll
check tonight.  These icon themes aren't part of the 'extras' are they?  I
did notice that the theme that i had been using was moved into the extras,
and that broke stuff pretty badly until i build & installed the extras.
