In that case I still prefer the doc/<ll>/file.html structure. I was
hoping we could come up with a simple way to generate a index.html
pointing to all available documentation, preferably with human readable
description. Something like this:

XFce 4 Documentation
  This index was generated automatically on DATE. The English
  documentation is always the most recent. Translations may or may not
  be completely up-to-date.

XFce 4 User Guide:  English  [file://.../doc/C/xfce4-user-guide.html]
                    Deutsch  [file://.../doc/de/xfce4-user-guide.html]
                    Francais [file://.../doc/fr/xfce4-user-guide.html]
                    ...

Window Manager:     English  [file://.../doc/C/xfwm4.html]
                    Deutsch  [file://.../doc/de/xfwm4.html]
                    Francais [file://.../doc/fr/xfwm4.html]
                    ...
...

I haven't thought about how to implement this though.

Hmm, I'm trying to get a clear idea by dumping ideas to the list. It's a
slow process I'm afraid.
