Snap attraction between windows

Jens,

I've rearranged the code a bit, made a separate inline function for
snapping

I've also added a separate option for snapping between windows. XFwm4
mcs plugin is updated too.

This is also a call to translators, there are a few messages that need
to be updated in xfwm4
