Minor bug on the panel

Xfce4 is certainly coming along nicely.  I can hardly stand using anything else
at this point.

I'm using a fresh install from cvs from a couple of hours ago.

When using a single system button on the panel (instead of two grouped
together), whenever the panel restarts I get the one system button taking up the
space of two.  Links to screenshots follow:
