Simple: Have all (atleast the core modules) in BETA2 at version 3.91.0.
That makes things easier: E.g. take the *BSD packages/ports: They can
simply define XFCE_VERSION in a Makefile.common and change it in
a single location, instead of having to edit several Makefiles when
going from BETA1 -> BETA2 -> RC1 -> ...
