No, only quite new apps support startup notification. 
Gtk2 programs do ("ldd /the/program |grep gtk" and you'll get the
version, hopefully)...

Gtk1 doesnt, Qt < 3 doesn't, and Motif doesnt... terminal also doesnt
and Xaw native apps neither... hmm...
