utility changes

Hello,

I've committed changes to xfce-utils that allows the user to choose
a default browser for xfhelp4 adding --with-browser="<whatever>" to
configure. In addition, xfhelp4 now displays a message when it failed
to execute the given browser.

By the way I would just like to add the following to the TODO list for
4.2: Make "3rd party helper applications" like browser or terminal
emulators configurable through the settings manager.
