Ridiculously large fonts on titlebars

Fonts in gkrellm (GTK 2.0), gvim (GTK 1.2), dillo (GTK 1.2), GNUCash (GTK 1.2),
Netscape 4.x (Motif), Gimp (GTK 1.2), NetVault (libwine?), multi-gnome-terminal
(GTK 1.2), Sodipodi (GTK 2.0), Abiword (GTK 2.0), OpenOffice (Java), Opera
(static Qt) and NuSphere (Qt) don't appear to have changed.  Only XFCE titlebar
and menu fonts have doubled just from a reboot.

I created some 10-point text in Abiword and Sodipodi (both GTK 2.0) and
compared it to the supposed 10-point text on the titlebar and menus.  It's
about 2x the size.  Here's a screenshot:

Notice the discrepancies between "true" 10-point text and menus/titlebars. 
Think this is a GTK problem?
