It should now also be mirrored on http://linux.imp.mx/pub/xfce4/beta1/
and ftp://linux.imp.mx/xfce4/beta1 

Please check the above addresses can get through the imp.mx firewall
before adding to the mirrors list. (I can't check because I'm on the
other side of the wall.)
