The desktop menu is meant to be edited by invidual users. It's just an
ordinary xml file.

Once we've decided on a default menu, we could provide sample localised
ones.

A patch to look for a localised menu (eg menu-fr.xml or fr/menu.xml)
would be trivial, but would probably be inappropriate now.
