What to do before 4.0?

Hey,
So, we now have a release candidate that I believe has a good chance of
becoming final.
How do we handle the test period (one week in my proposal, I haven't
heard any objections)?
Do we freeze CVS, not doing any updates for a week except possible
translation updates and next weekend bump the version numbers, updated
po files and changelogs and create 4.0 tarballs?
The alternative would be to create a branch on the xfce_4_0_rc2 tag and
do the updates on that branch before the 4.0 release, while continuing
development on HEAD.
I think it would be good to decide this as soon as possible.
