Jan,
No bug here, xfwm4 supports only 10 key shortcuts.
This is because you try to use xfwm4 as a general key grabber, which is
not, it's a window manager. It manages the shortcuts for itself, plus 10
additionnal that are used to run stuff like xfhelp4 or xfrun4...
There are several general purpose key grabbers available, try using
xgrabkeys for example.
