I found the cause yesterday: The problem arises only when the window
is sticky. If its not sticky, its always decorated correctly. Don't
know if this is a Gtk problem or a xfwm4 problem, but I removed the
sticky from "session control" for now. To reproduce the error, just
make the window sticky again.
