Updated release notes and announcement for rc1

Hey Olivier, release team, others,
I updated the release notes on the wiki and made an updated announcement
for RC1, containing a note about library/panel ABI/API changes. Please
check to see if they are alright.

XFce 4.0-RC1 is out!
The XFce project is pleased to announce the first release candidate of
the XFce 4.0 Desktop Environment and Development Platform.
XFce 4.0 is a new Desktop Environment based on Gtk2 for unix-like
operating systems, such as Linux, FreeBSD, NetBSD and Solaris.
XFce 4 is :
- Modular : pick and choose from the available packages.
- Modern and compatible : it respects Freedesktop standards.
- Easy to use and configure : customize your system from the central
settings manager.
- Visually appealing : it uses Gtk2 themes and provides several themes
for icons and windows decorations.
- Lean and mean : it preserves system resources for applications.
- Complete : it offers an original panel, a window manager, a taskbar,
a filemanager with integrated SMB network browser, a printer dialog,
a desktop background manager, several useful panel plugins, and much

A note for people upgrading from previous beta releases:
- The libaries contain many internal changes that make them incompatible
with previous version. All application using libxfcegui4 need to be
recompiled.
- The panel has slightly changed its plugin API. All panel plugins need
to be updated and recompiled.
