XFWM4 themes question

This is probably a dumb question, but I can't find it in the docs or
the archives, and I haven't been able to puzzle it out from the source
(given the limited time that I have to do such things).

How does xfwm4 do gtk theme color matching in themes? What determines
whether or not a theme will have its colors matched to the gtk theme?

I can't for the life of me find a significant difference between some
of the themes that color-shift, and those that don't.
