Err, that's probaly not what he meant ...

Dan, I assume you mean you want to make certain applications be always
on top?

It is the task of the application to provide the option to keep a window
always on top (see for instance the panel settings).

Aparently kde has a utility called 'kstart' to set certain options on
applications. You could try using that.
