I think that is a function of XFwm(3). In 3.8, there is a
lft-clk menu item to "Restart" or "Quit" XFwm.  If Restart
is selected, it stops and starts the window manager and
then it will run the 
AddToFunc "RestartFunction"  in the xfwmrc file which 
restarts programs that xfwm kills upon a 'restart' request.

It's a very handy item to have regardless of whether it is
implemented by the SM or XFWM4.  The quit actually shuts
down the session without any wait or * redundant question.
