/sbin/shutdown is no longer used (had problems I was unable to fix).
Its now /sbin/reboot, /sbin/poweroff and /sbin/halt (see the
xfce4-shutdown program). Also make sure xfce4-shutdown is not setuid
to root, or sudo will not be used.
