I don't know if this is related or not, but I have seen several projects
that use '.cvsignore' files. They contain a list of files that are
modified/created during the build process. Usually those files that are
marked by an ? in front of the line when updating/checkout. 

If those files are not there, the cvs client asks the
server and the server doesn't know them. 

If I'm not wrong, this could cause those delays.
