Packages updates and i18n

I updated es.po for xfce-mcs-manager, but I ran into a problem with
utf8. My keyboard is not generating utf8 in emacs when I set LANG to
es_MX.UTF-8.Anybody remember how to make the keyboard generate utf-8
secuences?
