Chuck,

ls /usr/lib/xfce-mcs-manager/plugins/

Do you have "workspaces_settings.so" listed here ? If not, did you
install in /usr or /usr/local ?

If you have "workspaces_settings.so" in the proper place, then do kill
xfce-mcs-manager and rerun it so it can pick up the plugin.

If not, install xfdesktop with the correct prefix so that
xfce-mcs-manager can find its plugins.

At last, if the module is picked up but still doesn't show, then you'll
get an error message telling you why the plugin cannot be loaded.
