[xfce4] Bug in preferences dialog.

Steps:

1. Position the panel using the 'Set' button.

2. Resize the panel.

3. Repositioning using the 'set' button fails.

BTW, why doesn't the settings manager have the pretty header that the
settings dialogs have? In addition, the header looks funny if you have
defined a gtk texture. See screenshot.
