mouse focus problems

I'm wondering if there's a way to make the mouse focus behave as it does
under XFCE3.  Namely, i want the focus to follow the mouse, however if i
click _inside_ a window, i don't want it brought to the top.  I only want
it brought to the top if i click on the title bar or border.  Is this
possible?  Setting "Click_to_focus=false" in ~/.xfwm4rc does not fully
impliment this fucntionality.
