xfce-mcs-manager is missing m4 directory

Added it with the debug.m4 from libxfce4mcs and it seems to work ...

Also, I replaced MANAGER_VERSION with PLUGIN_VERSION in the .pc.in file.
This is not the correct solution, but at the moment all modules check
for xfce_mcs_manager = 1 and I think you changed the version to 0.1,
thus the other modules won't build.

And you changed MCS_PLUGIN_API to XFCE_MCS_PLUGIN_VERSION but not in the
check_init version macro in that header.

It all seems to work now.
