xfce4-panel bug

I think I've found a bug in the xfce4-panel (or its config tools).
With the panel layer set to be "Top", right-click on the panel-end bar and
select "add item", then decide you didn't want a new item after all and
click "remove". A dialogue box warning that removing the item will also
remove the associated menu appears, but this appears UNDER the item set up
dialogue, so the only way to continue is to move the windows into separate
bits of screen.
I suspect this may be related to having panel layer set to top, but I'm
not sure as I always use that.
