XFDesktop configurable menu

For some reason, I could have sworn that I remembered reading about
a dependency of XFCE on gtk-2.2, and concluded when it worked under
GTK2.2 that that was the problem. (As it turns out, it's the new builds
of Eclipse which really need 2.2.)

Anyway... It remains that for some reason, the version change made
xfdesktop work on my system. Since plenty of others apparently have
been able to make it work with a gtk-2.0, I'll provide as much detail
as I can about the configuration of the system where it doesn't work.

I've got three machines, with the same basic installation on all three.
It's Redhat 7.3, with Ximian GNOME installed. The GTK2 version is
2.0.2-4. 

One of the machines is running a slightly nonstandard kernel. (My
laptop, which has a version of the kernel compiled with a slightly
non-standard network stack in order to support our VPN.) The other
two are fully standard redhat 7.3 workstations.

xfdesktop fails on all three using gtk-2.0.2. It works on all three when
I run using the Garnome version of Gnome2, which uses gtk-2.2.0.

I also just tried building and installing gtk-2.0.9, and the menus
work fine in xfdesktop. So it appears to me to be something specific
to 2.0.2.  Does anyone else have a RedHat 7.3 where they can verify
that it doesn't work in the default installation?
