err, well, not this particular one, because it's not a real setting (not
yet anyway, because the panel doesn't implement automatic placement, if
ever). It's more panel data than a panel preference.

I do agree that the patch is not that useful, since the panel remembers
its position. What I want is to make the panel snap into the corners and
to the centers of the screen edges. That should take care of all
concerns about difficult placement.
