That would be a good idea. But this would need to be overridable,
because I'm sure that there would always be *somebody* who'd want his
file manage and panel to be different!

I think perhaps, there should be a desktop-wide config setting which
would get overridden by the the setting for the individual module.

That way, any other xfce apps that use icons would automatically know
what the user's preferred icon theme was.
