Jens,

It seems the panel doesn't set its menu to be "sticky"

That did not show before because xfwm4 was taking care of showing
transients along with their master window. I recent change in xfwm4
removed that behaviour so the problem showed.

I fixed xfwm4 to get the previous behaviour, but the panel should be
fixed too (maybe for other WM)

In a nutshell, get latest CVS.
