Changing icon theme

Then your install is broken. There should be a Gnome theme as well. The 
panel looks in ${prefix}/share/xfce4/themes/ and ~/.xfce4/themes/ for 
theme directories.

Perhaps you installed it once in /usr and then installed only the panel 
in /usr/local (I did that once)?
